Ken Gregory, President of Holland Pools
Commercial Division was appointed to the
National Swimming Pool Code Drafting Committee on
February 5, 2010 by the International
Code Council. This committee will write
the first National Swimming Pool Code
and Mr. Gregory will be an integral part
of this process by adding his abundant
expertise. Ken Gregory
expertise has been gathered throughout
his 35 years of working in the
swimming pool industry. He is currently
serving on various committees such as
the Florida Building Commission, is a
member of Florida Building Commission
Plumbing TAC Committee, is the Chairman
of the Sub Committee for the State of
Florida, has written and revised most of
the code for residential and commercial
swimming pools in the State of Florida,
is the founder and a member of the
Florida Swimming Pool Association’s
Builder Council as well as serves many
other boards. Mr. Gregory’s leadership
at Holland Pools is unparalleled and one
that assists Holland Pools in providing

Florida’s legislative session ended in
May, but there’s still much to be
decided regarding the state’s pools.
The Florida Building Commission will
convene
in June and vote on the adoption of the
2008 National Electrical Code. Many
industry members hope to see the code
come in without the requirement for
ground fault circuit interrupters
on residential pool pumps.
“GFI’s trip all the time on pools,” said
Ken Gregory, an industry veteran who
sits on the commission. “Adding another
$100 to $200 a pool at this time is
really not a thing we should be doing
anyway.”
Pool pumps are not a safety hazard as
long as they are properly grounded and
bonded, he added.
However, a preliminary vote to adopt the
2008 NEC with the exemption for pumps
only passed by a single vote in April,
and another hotly contested decision is
expected.
The June meeting also will be the
launching point for two new
subcommittees within the commission,
both geared specifically for pool and
spa codes.
The subcommittee for the Energy Code
Work Group will look at pump
efficiencies and hydraulic design for
the 2010 code, as well as developments
within California’s Titles 20 and 24.
The other subcommittee will be headed by
Gregory and work on any pool codes under
the Plumbing TAC. Though the group does
not have a set agenda, entrapment issues
for existing pools could be a future
concern.
“If we’re going to serious about safety,
we need to figure out what we’re going
to do about these pools that don’t meet
the existing code, and what triggers the
requirement for you to bring that pool
up to code,” Gregory said.
Florida has adopted the ANSI/APSP-7
Suction Entrapment Avoidance Standard
into the 2007 building code for new
pools, but many existing residential
pools still maintain the potential for
an entrapment hazard.
Furthermore, there’s some debate on who
among the industry professionals should
be qualified to bring pools up to code
for suction entrapment.
“It’s become a hotbed issue with which
license can do what with regard to VGB
Act enforcement on public pools,” said
Jennifer Hatfield, director of
government and public affairs at FSPA.
“With the economy the way it is, it’s
making it a lot more of a dicey issue.”

Safety Act
Mandatory Requirements for Drain Covers
and Public Pools
and Spas (Section 1404)
Failure to comply with the
Congressionally-enacted law by December
19, 2008 can result in closure of your
commercial pool.

Effective December 19, 2008, the
following are federal mandates under the
Virginia Graeme
Baker Act (section 1404) for drain
covers and public pools, spas, and hot
tubs.
Drain Covers, Public and Residential
Pools and Spas. By December 19, 2008,
all drain covers manufactured or sold in
the United States
must conform to the ASME/ANSI
A112.19.8-2007 Suction Fittings for Use
in Swimming Pools, Wading Pools, Spas,
and Hot Tubs, published by the American
Society of Mechanical Engineers (ASME).
All public pools and spas (as defined by
the Act), both new and existing, must be
equipped with drain cover systems
conforming to the ASME/ANSI
A112.19.8-2007 standard.
All public pools and spas (pump) with a
single main drain, other than an
unblockable drain, must be equipped with
an ASME A112.19.8-2007 compliant cover
system and one or more of the following
additional devices or systems: a safety
vacuum release system (SVRS); suction
limiting vent system; gravity drainage
system; automatic pump shutoff system;
or drain disablement.

Governor Charlie Crist appointed Ken
Gregory, President of Holland Commercial Pools
to the Florida Building Commission on
November
4, 2008. Mr. Gregory is the first
swimming pool contractor to be appointed
to this board and
he will serve for a four year term.
Mr. Gregory was endorsed by Senator Lee
Constantine, the Florida Swimming Pool
Association, The United Pool and Spa
Association and The National Safety
Coalition.
He brings thirty years of expertise in
the swimming pool industry and serves on
many boards and committees both at the
state and local level.

My
wife and I recently had a pool installed
by Holland Pools. The experience was a
very pleasant one. Chip Rapp did the
initial estimate and design work. He
also handled the follow up work leading
up to installation. We had a very
difficult time getting our permits from
Seminole County. Chip spent 8 weeks
overcoming a great deal of hurdles to
get our permits approved and did a great
job.
Brett Holland was the project manager
and from the day they broke ground until
the final inspection, he did an
excellent job. We'd heard horror stories
from our neighbors about their
experiences with other pool builders. We
had prepared ourselves for a minimum of
12 weeks that we'd have to deal with
pool installation. This was not the case
with Holland Pools. Everything was
scheduled in such a way that there was
never more than two days between one
portion of work and another. The
subcontractors were professional,
courteous, and very good at what they
do.
Thanks to Holland Pools, we were able to
start enjoying our pool within 6 weeks
of the start of construction. We would
highly recommend them to anyone thinking
about a new pool.
